CATS-MIST (EECE) was established in 2017 by EECE Department with a view to providing consultancy, advisory and testing services to public and private organizations including personal in the areas of electrical, electronic and communication engineering and to conduct collaboration and research activities with national and international academia and industry. With the availability of expert manpower, infrastructure and lab facilities, the outfit is capable to provide consultancy service related to vetting/ evaluation of technical specification, carry out field test, inspection/survey and vetting of design, drawings, test reports etc. in respect of electrical, electronic, and communication equipment as per the national and global standards.

Ongoing Project
⚡ 33/11 kV, 10/14 MVA Substation Project – Bangladesh Ordnance Factory (BOF), Gazipur
EECE Dept of MIST is currently providing consultancy support for the design, installation, testing, and commissioning of a 33/11 kV, 10/14 MVA substation at the Bangladesh Ordnance Factory (BOF), Gazipur.
The consultancy scope covers the entire project lifecycle, including:
- Conceptual SLD development for the client.
- Technical and financial vetting of tender documents.
- Bidders offer evaluation for both technical and commercial proposals.
- Design review, approval, and certification of civil and electrical works.
- SCADA system overview and integration support.
- Supervision of all civil works related to the substation.
- Inspection of supplied equipment based on test and quality reports.
- Supervision of substation erection, testing, commissioning, and performance validation.
- Preparation of completion reports, trial-run oversight, and clearance certification.

Can perform power frequency withstand test and measure breakdown voltage, puncture voltage etc. up to 200 KV.
Insulation Test Set Megger, UK
Measures insulation resistance up to 10 KV. Capable of timed insulation resistance, Polarization Index (PI), Stepped Voltage (SV), Dielectric Absorption Resistance (DAR), Dielectric Discharge (DD) tests.

Measures breakdown voltage of transformer oil up to 100 KV.

Measures load loss, no-load loss, harmonic test, over induced tests etc. Capable of tests on distribution transformer 11/0.415KV, 5MVA; power transformer 33/11KV, 50MVA; and auxiliary transformer.

Measures power parameters (KW, KVAR, KVA, DPF, TPF), energy parameters (KWH, KVARH, KVAH), voltage/current sags and swells, transients down to 1 ms, harmonics, phase angle deviation etc.
